Values for the Cyber Security Strategy for a National Critical Infrastructure

This paper provides a philosophical analysis of the values involved in developing a cyber security strategy for a national critical infrastructure. In the framework of the paper, we propose a matrix for the cyber attacks analysis that allows the establishment of some limits of cyber security in national security, with an emphasis on the ethics of using AI for the critical infrastructures’ protection. Based on the proposed values in order to establish the limits of national cyber security and the analysis of the components of digital and non-digital technologies, we conclude the education and professional retraining can represent sustainable solutions for creating the digital and democratic legislative premises which are the apparent direction of modern states.
