Carmen Elena CÎRNU

Abstract

Cyber diplomacy is an emerging tool for states and other stakeholders to manage collective security risks and promote good governance in a world whose interdependencies lead to the propagation of risks, threats and vulnerabilities at a rapid pace and without regard for traditional boundaries and jurisdictions.
